Labour Codes 2025: the live changelog
India activated four Labour Codes on 21 November 2025. The Codes themselves were passed years earlier but only operationally came into force on that date. Since then, ministry clarifications, state rules, and enforcement positions have continued to land. This is our running list, newest first. We update it as it changes.

2025
21 November 2025 — Codes come into force
- All four Labour Codes (Wages, Social Security, Industrial Relations, OSH) activated at the central level.
- The “50% rule” (basic + DA ≥ 50% of CTC) becomes operationally binding for new contracts.
- Several central and state-level rules under the Codes remain in finalisation through 2026; TWF Labs will log each one as it lands.
- Every employment contract TWF Labs issues is built around the post-Code structure.
Late October 2025 — Pre-activation guidance
- MoLE released implementation guidance for state-level rule-making.
- Several states (Karnataka, Telangana, Maharashtra) published or notified their state-level rules under the Codes.
Earlier 2025 — Build-up
- States finalising rules under the Codes.
- Guidance for foreign employers published by DLA Piper, Cyril Amarchand Mangaldas (PDF), KPMG (GMS Flash Alert), EY India, and PwC India.
